VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING AUGUST 7TH 2023

​The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00pm with the Pledge of Allegiance. President Jason Arrasmith called the meeting to order. The following trustees were present: Dan Gadeken, Tyler Bickers, Donna Hooker, Matt Laurent, and Leroy Schluter. Trustee Brett Harris was absent. Supervisor of Operations, Jeff Wyant and Treasurer Ashley Reinhart were also present. Treasurer Reinhart recorded the minutes.
            PUBLIC COMMENTS:
Resident Kurk Foster was present to thank maintenance staff for the cleaning of the ditches and to alert them to the invasive ragweed’s that would soon be spreading their pollen. He brought examples to show. Mr. Foster would also like to see the speed sign placed back into the ground, there are children at play and not all drivers are paying attention. Jeff is going to replace the sign. Mr. Foster would also like to see the loose gravel swept after the oil and chip is done. Trustee Schluter advised the loose gravel helps fill in areas that may become hot and seep tar.
Bill McLane and his wife were present to discuss the Veterans Memorial that they would like to see built here at the Village Hall. Years ago, this location was discussed and agreed upon, but at that time more information was needed. Mr. McLane has collected numerous names from many sources since, approximately 529, of Veterans who were Village residents at their time of service. He has suggested adding the request to our website so any current/past residents may add their names or a family members name(s). Many names are already on bronze and granite tablets, located at the Auxiliary or Adams Memorial, which would be included in the new design. Mr. McLane was commended for his efforts and advised by the Board to get estimates and design ideas from Adams Memorial as well as Veterans so they can further discuss the future project.
 
 
PRESIDENT ARRASMITH’S COMMENTS:
            President Arrasmith asked for a motion to approve the minutes for the July 12th, 2023, Board of Trustee’s Regular meeting and the July 12th, 2023, Executive session. Trustee Bicker’s moved that the minutes for both the Regular session and the Executive session meeting minutes be approved. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.
            President Arrasmith again thanked the Village staff and residents for their cleanup efforts after the storm and their preparation for the upcoming annual Fun Daze.
            The insurance claim related to the storm damage 6-30-2023 was moved to next month’s meeting.
            The Clerk position was discussed. Posting was made July 28th and is to run August 1-15 in the News Gazette and August 2nd/9th in the Southern Champaign Couty Today papers.
            The rate of pay for Interim/Deputy Clerk was discussed. President Arrasmith suggested a rate of $17.00 per hour to be paid to Treasurer Reinhart for covering the position. Trustee Laurent made a motion to approve the amount of $17.00 per hour be paid to the Interim/Deputy Clerk. The motion was seconded by trustee Hooker and carried on a roll call vote with all ayes.
            Terry Woodworth, the maintenance man, has left and accepted a position elsewhere. President Arrasmith would like the job posted immediately. The applicant must live within 10 miles of the Village, and possess the skills needed for the job. A rate of $18-$22 per hour was discussed and will be awarded based on experience. Applicants will be accepted until the end of August and should turn in their resumes to the Village Hall no later than August 31st. Treasurer Reinhart will post the ad in both the News Gazette as well as the Southern Champaign County Today papers.
ATTORNEY MILLER’S COMMENTS:
            Attorney Marc Miller was not present.
JEFF WYANT’S COMMENTS:
            Dumpsters for the fall dumpster day have been ordered. The date has been set for October 14th, 2023.
            Oil and chip were completed on August 3rd, 2023. Tags were awesome, but more were needed as they ran out quickly; 200 more were ordered. Trustee Bicker’s mentioned a property that could use extra attention where the post man drives; in future tar and chip’s can this be done better? Jeff will investigate the issue.
FINANCE REPORT:
            Finance reports were read by Trustee Hooker. There were no additions. Trustee Hooker moved that the bills be paid. Trustee Bicker’s seconded the motion; the motion carried with all ayes on a roll call vote.
            Trustee Hooker mentioned the 6-month CD with Longview Bank would be maturing at the time of the next Board meeting, September 5th, 2023, and suggested we renew it now for another 6 months at the new rate. Trustee Hooker made a motion to renew the 6-month CD at the new rate; Trustee Gadeken seconded; the motion was carried with all ayes on a roll call vote.
            Carnival rides for Fun Daze were discussed. In the past Clay County Amusements was used, but the contract fell through post COVID. Conner Family Amusements was suggested; if Donna “likes” his Facebook page he may be available. Trustee Bicker’s brought up the idea of moving the event to the fall and there may be better availability for rides, Trustee Hooker said this was tried in the past and it did not work out as well. The idea of rides was left to discuss another time.
STREETS AND ALLEYS:
            Trustee Gadeken asked that the speed sign be put back up; Jeff will address.
WATER AND DRAINAGE:
            Nothing to discuss.
PUBLIC PROPERTY:
            Two permits were issued. #769 at 206 E. Main for a fence and #770 at 208 N. Scarborough for a fence.
COMMUNITY DEVELOPMENT:
            Trustee Schluter to update information on the Village website.
 
            Trustee Bickers made a motion to enter Executive Session at 7:47pm for the limited purpose of discussing the employment, discipline, performance, or dismissal of a specific Village employee pursuant to 5ILCS 120/2 (c) (1). The motion was seconded by Trustee Laurent and followed by all ayes on a roll call vote.
            The Board returned to open session at 8:01pm. A motion was made by Trustee Gadeken to adjourn the meeting; seconded by Trustee Laurent. All ayes were followed on a roll call vote. The meeting adjourned at 8:03pm

Village of Sidney Board of Trustees Special Meeting July 12th, 2023 6:00pm

​The Sidney Board of Trustees met on the above date for a Special Meeting. The meeting was opened at 6pm with the Pledge of Allegiance by President Arrasmith. The following Trustees were present: Dan Gadeken, Tyler Bickers, Donna Hooker, and Matt Laurent. Trustees Leroy Schluter and Brett Harris were absent. Attorney Marc Miller, Treasurer Ashley Reinhart and Village Maintenance Supervisor Jeff Wyant were also present. Village Treasurer Reinhart recorded the minutes.
Public Comments: Village resident Kurt Foster was present to thank the Village Maintenance staff for their swift and efficient cleanup after the storm. He also suggested fall would be a good time to plant new trees, replacing those damaged during the 6-30-2023 storm, Board should consider discussing closer to fall. The Board agreed.
President Arrasmith moved to enter Executive Session for the limited purposes of discussing the employment, performance, and/or compensation of one or more Village employees pursuant to 5 ILCS 120/2 (c) (1) with a second by Trustee Bickers. The motion passed with all ayes on a roll call vote. The motion carried. The Board entered Executive Session at 6:04pm.
There was a motion by President Arrasmith to return to open session with a second by Trustee Bickers. A second by Trustee Laurent. The motion carried with all ayes on a roll call vote.
The Board returned to open session at 6:30pm.
President Arrasmith asked for a motion to approve the minutes for the July 3rd, 2023 Board of Trustees Regular Session meeting as well as the Executive Session meeting also on July 3rd, 2023. Dan Gadeken moved that the minutes of the July 3rd, 2023, Board of Trustees Regular Session meeting minutes and Executive Session meeting minutes be approved. Trustee Laurent seconded the motion; the motion was carried with all ayes.
Vacant Position: Trustee Gadeken suggested using an electric time keeping system. Trustee Bickers is going to ask RBS if they have any suggestions.
Trustee Laurent would like to see later hours for the Clerk position.
The Board would like the Clerk position posted; $15-20 hr., based on experience, part-time + meetings.
Tree Removal: Village Maintenance Supervisor Jeff Wyant stated he and Terry would have all cleanup done by 7-13-2023. He also stated Jim Nonman had been helping with the cleanup and keeping track of his time; he will submit an invoice to the Village for reimbursement. Jeff also stated, “they took a day off from trees to address mowing”.
After cleanup is finished Jeff plans to begin prepping for Fun Daze.
President Arrasmith was asked about the trees being removed. Those being removed at this time or those with a white “X” are all outside of the flood plain.
Tree Damage/Insurance Claim: Treasurer Reinhart is working on the insurance claim. Items included are as follows: ball diamond fence, two dugouts and concession stand fridge/freezer items at Witt Park. Also included are the Village signs located at both the East and West entrances to town and tree removal/cleanup.
Trustee Dan Gadeken made a motion to adjourn the meeting. Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote. The meeting was adjourned at 6:43pm.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING JULY 3, 2023

​The Village Board of Trustees meeting was called to order at 7:00 p.m.  Present were President Jason Arrasmith and Trustees Leroy Schluter, Dan Gadeken, Donna Hooker, Bret Harris, and Tyler Bickers.  Absent was Matt Laurent.  Also present were Clerk Maggie Fish and Attorney Marc Miller.
The President lead everyone in the Pledge of Allegiance. 
The floor was open to comments from the Public.  Kurt Foster commented on the recent storm event complimenting Village staff for removing debris and Ameren for getting the power back on. 
Harris moved to approve the regular minutes of June 5, 2023 as presented with a second by Schluter.  All ayes.  The motion carried.
The President thanked everyone for their efforts in dealing with the aftereffects of the storm in particular Village staff.  There was discussion about storm and tree damage.
Harris moved to spend up to $2,000 to fund the Village Clerk’s attendance to the IML conference in the Fall of 2023.  The motion died for lack of a second.
Gadeken moved to approve a contribution for Fund Daze in the amount of $5,000 with a second by Harris.  Roll call vote:  Schluter-Yes, Gadeken-Yes, Hooker-Yes, Harris-Yes, & Bickers-Yes.  The motion carried.
There was additional discussion about storm and tree damage and a discussion about various contractors available to jump in and assist.  Bikers moved to approve authorizing the President to contract with various contractors in his discretion to take down dangerous trees and to provide Village staff with assistance to remove branches and debris at an amount not to exceed $50,000.  There was a second by Harris.  Roll call vote:  Schluter-Yes, Gadeken-Yes, Hooker-No, Harris-Yes, & Bickers-Yes.  The motion carried.
Jeff Wyant confirmed that dumpsters would cost $575 from Feldkamps.  Gadeken moved to approve spending up to $5,000 on dumpsters with clean-up day scheduled for October 14, 2023.  There was a second by Harris.  Roll call vote:  Schluter-Yes, Gadeken-Yes, Hooker-Yes, Harris-Yes, & Bickers-Yes.  The motion carried.
Jeff then explained that Illiana can only perform oil & chip work on Saturdays with July 15th being the most likely candidate.  There was consensus that the work needed to get done and that letters advising residents should go out.
 
Hooker gave a treasurer’s report and then moved to pay the bills/warrants as presented with a second by Bickers.  Roll call vote:  Schluter-Yes, Gadeken-Yes, Hooker-Yes, Harris-Yes, & Bickers-Yes.  The motion carried.
There was then discussion about permits.  A new garage is going in at 209 Scarborough.
Bickers moved to enter into Executive Session for the limited purposes of discussing the employment, performance, and/or compensation of one or more Village employees pursuant to 5 ILCS 120/2 (c) (1) with a second by Gadeken.  Roll call vote:  Schluter-Yes, Gadeken-Yes, Hooker-Yes, Harris-Yes, & Bickers-Yes.  The motion carried.  The Board entered Executive Session at 7:30 p.m.
 
The Board returned to Open Session at 8:00 p.m.  There was a motion by Hooker to adjourn with a second by Bickers.  All ayes.  The motion carried and the meeting adjourned at 8:03 p.m.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING June 5th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting.   The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Gadeken, Laurent, Schluter, Bickers, and Harris.  Village Clerk Fish, Village Maintenance Supervisor Wyant, and Treasurer Reinhart were also present.  Trustee Hooker and Attorney Miller were absent.
 
PUBLIC COMMENTS:
         
          Reg Ankrom with Simec, LLC was present to explain how the new electric aggregate supplier will work.  The Village has contracted with Homefiled energy at a rate of $8.663kh for the next 12 months; Ameren Illinois' rate was $11.833 at the time.  However, on June 1st, Ameren lowered their rate to $7.877.  He explained that residents can opt out of the Homefield energy contract if they wish; if they do this, they have 2 months to find a new supplier or they automatically get signed back up with Ameren for 12 months.  Ameren can also raise their rates again come October 1st with no guarantee of what that rate will be.  If residents wish to opt out, they can phone Homefield at 1-800-964-1262.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the May 1st, 2023 Board of Trustees meeting.  Trustee Gadeken moved that the minutes of the May 1st, 2023 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked the board members to look over the proposed design for the new water tower that Illinois American Water will be erecting this summer west of Casey's; they won't be painting it until the following year.  The board member's approved the design with one change: switch the positions of the IAW logo and the Village of Sidney logo. 
          President Arrasmith then stated that the auditors suggested that we completely close the water fund account and transfer all the funds into the general fund account; there is just no need for the water fund account any longer.  Trustee Bickers made a motion to close the water checking account and transfer the funds into the general checking account.  Trustee Laurent seconded the motion; the motion passed with the majority of ayes, with Trustee Harris voting nay.
         
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant stated that he noticed that the poles downtown had mounts for flags on them.  He asked the board if the Village could purchase 10 flags for the poles downtown and leave them up from Memorial Day through Labor Day to celebrate the summer holidays and also for Fun Daze.  Trustee Gadeken made a motion to spend up to $1,000 on American made flags that won't get tangled up.  Trustee Laurent seconded the motion; the motion passed with all ayes.
          Supervisor Wyant then stated that he cannot obtain a proper start date from B and B Construction out of Tilton to begin work replacing the roof of the Library.  President Arrasmith advised that Clerk Fish send a copy of the contract to our lawyer to have them send a letter to B and B. 
          Supervisor Wyant reported that street signs were being stolen all over the Village; he drove around and counted even more missing today.  He will report the theft to the County Sheriff's office and work on replacing the signs. 
          Supervisor Wyant also stated that our letters regarding mowing violations have been working well and that he will go around this month and get a list of the inoperable cars in the Village. 
         
          FINANCE REPORT
 
          The financial reports were read by President Arrasmith since Trustee Hooker was absent.  Trustee Bickers made a motion to pay the bills with the addition of $820 to Miller and Hendren.  Trustee Gadeken seconded the motion; the motion passed with all ayes on roll call vote. 
          Trustee Schluter then spoke regarding an item that Trustee Hooker wanted to discuss that was on the agenda regarding a CD special at Longview Bank.  Trustee Gadeken made a motion to rollover any cd that was coming due into a 9 month cd at a rate of 4.95%.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
          
           STREETS AND ALLEY
 
          Trustee Gadeken would like us to try hosting another Dumpster Day in October to see if that would assist residents in cleaning up their properties.   President Arrasmith directed Supervisor Wyant to obtain pricing for the dumpsters and asked that it be placed on next month's agenda to approve.  
 
WATER/SEWER/UTILITY
 
          Trustee Harris asked if the Village had received the attachment that would allow us to mow the creek banks.  President Arrasmith responded that we have and that it has been used twice to mow the creek banks already. 
 
 
PUBLIC PROPERTY
 
          Trustee Bickers reported that permit #'s 756-767 were granted to American Way Storage Sheds for 12 portable sheds that they placed on their property for a total of $600.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter said that Dan Moisson is back from vacation and has updated everything on the website.
         
         
          Trustee Bickers made a motion to adjourn the meeting.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:45pm.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING May 1st, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting.  President Arrasmith was absent so Clerk Fish read a signed statement from him before starting the meeting.  The signed statement read as follows: “Leroy Schluter has expressed interest to remain on the Village of Sidney Board of Trustees and after much discussion with Leroy, I have decided to appoint him to the empty board seat.  After discussing with Trustee Laurent and Trustee Schluter, Trustee Schluter would like to be the committee member for the Parks and Recreation seat.  With that in mind, I would like to appoint Trustee Schluter to Parks and Recreation and Trustee Laurent to Community Development.”   Clerk Fish then swore Trustee Schluter in.
          Trustee Bickers then made a motion to appoint Trustee Schluter as interim President to conduct the meeting.   Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was opened at 7:05p.m. with the Pledge of Allegiance by Trustee Schluter.  The following trustees were present: Gadeken, Laurent, Schluter, Bickers, Harris and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.
 
PUBLIC COMMENTS:
         
          Approximately 25 neighbors showed up to voice their opposition to a possible wedding venue at 2197 CR 1100 N which the Village has extra territorial jurisdiction over any use, zoning, special use and/or variance changes. After hearing their concerns, the board decided it was in the best interest of the community to not allow a wedding venue.  Trustee Schluter made a motion to direct the village clerk to issue a letter to Champaign County confirming the Village's objection to the allowance of a wedding event venue at 2197 CR 1100 N Sidney, Illinois and otherwise exercise it's extraterritorial jurisdiction over any use, zoning, special use, and/or variance changes at 2197 CR 1100 N Sidney, Illinois. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
          Resident Cathy Thomas then approached the board with concerns about how Illinois American Water had torn up a portion of her yard and never repaired it so she is not able to mow there.  The board told her that the Village is not allowed to work on any of their equipment and that she would have to call Illinois American Water to have them come out and fix it.  Trustee Harris went an extra step and texted his contact at Illinois American Water regarding the problem to hopefully get it resolved quicker.  
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          Interim President Schluter began the meeting by asking for a motion to approve the minutes for the April 3rd, 2023 Board of Trustees regular monthly meeting.  Trustee Harris moved that the minutes of the April 3rd, 2023 Board of Trustees regular monthly meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          Interim President Schluter then asked the board to approve the Village's contribution of $175 to participate in the Champaign County Electronics Recycling Event.  Trustee Laurent made a motion to approve the Village's contribution of $175.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
          Trustee Hooker then asked the board if they would approve a liquor license for Sidney Fun Daze from 5pm on Friday, July 28th until midnight on Saturday, July 29th 2023.  Trustee Gadeken made a motion for the approval of a temporary liquor license presented to the Sidney Improvement Group on Friday, July 28th at 5pm until midnight on Saturday, July 29th 2023.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote. 
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller did not have any comments.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that Dumpster Day went very well and that we had filled up 8 dumpsters.  He then reported that the Village Maintenance Building is almost done and looks great; they ran short of one piece of tin and are waiting for it to come in.  Supervisor Wyant stated that once they are finished siding the building, he will repaint the garage doors.  He then reported that the new bleachers were all put together and placed out at Witt Park. 
          Supervisor Wyant then stated that he would like to trade in our 18 ft trailer and purchase a new 16ft trailer that would better suit the Village's needs.  The one new trailer will replace the 18ft trailer and also the trailer that was stolen from the Village.  He stated that with the trade in, a new one would cost $9,807.00 from Johnson Trailer Sales in Ogden.  Clerk Fish also stated that ARPA Funds could be used to purchase the trailer.  Trustee Gadeken made a motion to use up to $10,000 of the ARPA Funds to purchase a new trailer for the Village.  Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote. 
         
          FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills; there were no additions.  Trustee Harris seconded the motion; the motion passed with all ayes on roll call vote. 
          Trustee Hooker then stated that she would like to place flowers downtown again for the summer.  Trustee Hooker made a motion to spend up to $1,000 to purchase flowers for downtown.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote. 
          
           STREETS AND ALLEY
 
          Trustee Gadeken had nothing to report.
 
WATER/SEWER/UTILITY
 
          Trustee Harris reported that the Village will be taking care of the drains and dealing with the flooding at Victory Park. 
 
PUBLIC PROPERTY
 
          Trustee Bickers reported that permit #754 for a garage at 315 South David and permit #755 for a fence at 201 West Byron were issued.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter said that Dan Moisson was on vacation, but will update the website when he returns.
         
         
          Trustee Bickers made a motion to adjourn the meeting.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 8:23pm.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING April 3rd, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Gadeken, Laurent, Schluter, and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.  Trustees Bickers and Harris were absent.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster commented that the Sheriff's department caught the people responsible for the trailer thefts in the area.  He also reported that the SIG Easter Egg Hunt was moved to the library due to the weather.  Lastly he wanted to remind people to vote tomorrow. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the March 13th, 2023 Board of Trustees special meeting.  Trustee Schluter moved that the minutes of the March 13th, 2023 Board of Trustees special meeting be approved. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked for approval of the proposed 2023-2024 Board of Trustees meeting dates.  Trustee Schluter made a motion to approve the proposed meeting dates.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
          President Arrasmith then asked the board members to review the proposed Appropriations Ordinance.  The board members had no changes so Attorney Miller stated that they could just go ahead and approve it.  Trustee Laurent made a motion to approve Ordinance # 2023-02 “Annual Appropriations Ordinance for 2023-2024.”  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller did not have any comments.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that he had received bids to replace the roof of the Sidney Community Library building because it's been leaking.  Supervisor Wyant stated that the roof had been replaced eight years ago at a cost of $27,750 but has had issues ever since and the warranty has expired.  He received bids to put a new roof on the building.  B and B Construction was $27,500 with a warranty on labor for 84 months and materials for 25 years; White Roofing was $35,860.94 with a 2 year workmanship warranty; Bash and Pepper Roofing was $44,200 with a 20 year material warranty; and Freedom Roofing had 3 different bids with a difference in materials for $28,663.87, $31,531.77, $43,615.57 with a 20 year no dollar limit warranty.  After much discussion, Trustee Gadeken made a motion to award the bid to B and B Construction.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
          Supervisor Wyant also reported that he received two bids back to install the gifted generator in the Maintenance Building.  He received a bid from Kruts Electric for $22,000 and from Davis Electric for $8,422.  Trustee Laurent made a motion to award the bid to Davis Electric.  Trustee Schluter seconded the motion; the motion passed with all ayes on a roll call vote. 
         
          FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of Don's Automotive for $262.46, Martin Equipment for $91.96, Caseys for $248, and Continental Research Corporation for $496.25.  Trustee Laurent seconded the motion; the motion passed with all ayes on roll call vote. 
          
           STREETS AND ALLEY
 
          Trustee Gadeken stated that portions of Dunlap Woods and White Street are going to be oil and chipped this summer.  Trustee Gadeken asked the board to approve up to $55,000 for this year's oil and chip.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
          Trustee Gadeken then reported that some smaller sections of sidewalk will need to be replaced this year, however, Village Maintenance Supervisor Wyant will take care of those.
 
WATER/SEWER/UTILITY
 
          Trustee Harris was absent.
 
PUBLIC PROPERTY
 
          Trustee Bickers was absent.
 
PARKS AND RECREATION
 
          Trustee Laurent reported that the water is turned on at Witt Park and the bathrooms are open now and that Trustee Harris is working on the best way to repair the batting cage.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter wanted to give a shout out to ESDA Director Pete Mantell for keeping us residents updated on serious weather conditions.  He also stated that he was behind on updating the website but will take care of it.
 
          NEW BUSINESS
 
          President Arrasmith wished Trustee Schluter good luck on his retirement from the Village Board after serving for 8 years and presented him with a certificate of appreciation.  
         
          Trustee Gadeken made a motion to adjourn the meeting.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:31pm.

VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING March 13th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 6:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris, Bickers, Gadeken, Laurent, Schluter, and Hooker.  Village Clerk Fish and Village Maintenance Supervisor Wyant were also present.
 
PUBLIC COMMENTS:
         
          Resident Bill O'Neil introduced himself to the board and let them know that he would be interested in the Trustee position that will be vacated by Trustee Schluter in May 2023 that no one had run for. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the March 6th, 2023 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the March 6th, 2023 Board of Trustees meeting be approved. Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked the board members to review and approve  Ordinance #2023-01 “An Ordinance amending part II of the code of ordinances of the Village of Sidney Illinois to add chapter 125 relating to the regulation of fences by restricting visibility triangles” which basically states that a fence cannot be closer than 10 feet or be higher than 3 feet at intersections.  Trustee Laurent made a motion to approve Ordinance #2023-01. Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.

          Village Maintenance Supervisor Wyant reported that he was still waiting to receive bids to replace the Sidney Community Library roof.  Trustee Bickers made a motion to go ahead an approve up to $25,000 to replace the roof of the Sidney Community Library so that it could be started as soon as possible.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING March 6th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris, Bickers, Gadeken, Laurent, Schluter, and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster commented that the roof at the Sidney Community Library was leaking during the huge rainstorm we had last Friday.  He also reported that during that same storm some dead branches from a tree at the Sidney Fire Protection District fell onto a neighboring property causing damage and that one of the school bus shelters at the Community Building had blown over. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the February 6th, 2023 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the February 6th, 2023 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then stated that Trustee Schluter, who is the current liquor commissioner, will not be running for re-election this year so someone else will need to take over as liquor  commissioner.  President Arrasmith then appointed Trustee Harris as liquor commissioner. 
          President Arrasmith then reported that the county does bridge inspections every few years and that they are in good condition and that they recommended some brush removal around the Byron Street bridge. 
         
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller asked Brian Krutsinger, who lives within 1.5 miles of the Village, to explain to the board members why he would like to rezone a portion of his property from conservation to agriculture.  He stated that his entire property is zoned as conservation right now and he would like to rezone a portion of that to agriculture to separate it out from the river bottoms and timber on his property to make it more appealing for buyers.  The trustees wanted to be sure that he would not be able to use it for commercial purposes with this change; Attorney Miller assured them that he would not be able to.  Trustee Harris made a motion to waive extraterritorial jurisdiction and otherwise consent to the breakout of a 11.49 acre tract from a 30.37 acre tract commonly known as 2197 CR 1100 N Sidney, Illinois and to authorize the Village Board President or Village Clerk to provide a letter confirming said waiver/consent.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that it is going to cost $565 per dumpster to rent them from Captain Hook for Dumpster Days for a total of $4,520 for 8 of them; they will only charge us for the ones we use.  Trustee Harris made a motion to approve the cost of the dumpsters for this years Dumpster Days on Saturday, April 29th.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.  Trustee Bickers also stated that he would like to see a Dumpster Days in the fall as well as the spring. 
          Supervisor Wyant then stated that he had received a bid from Krutsinger Electric regarding installing the gifted generator at the Maintenance Shed.  He is still waiting on two more bids and would like this moved to next month's agenda. 
          He then reported that CB Construction has ordered the metal for the Maintenance Shed and they will begin sometime in the next two weeks. 
          He also was informed that the Library roof was leaking and that he is having White Roofing come by to give us a bid.
          Supervisor Wyant then reported that Trustee Schluter was able to get the Village a tremendous deal from Gil Athletics regarding purchasing new bleachers for Witt Park from them.  The price for a 5 row 16 foot metal bleacher is $4,210 and with the discount they are only charging us $1,481 plus tax.  Trustee Gadeken made a motion to spend up to $6,500 to purchase 4 sets of five row metal bleachers.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  Trustee Laurent then stated that they will need a bid for concrete to set the posts in the batting cage properly and to add that to next month's agenda.  
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $100 to Champaign County Highway Department for the bridge inspections and $105 to Miller and Hendren.  Trustee Harris seconded the motion; the motion passed with all ayes on roll call vote. 
          
           STREETS AND ALLEY
 
          Trustee Gadeken stated that he will be contacting Farnsworth Group about the route for tar and chipping of the village roads this summer and he will also be making a trip around town to see which road signs need to be fixed or replaced.

          President Arrasmith stated that the Board needs to have a Special Meeting to discuss and approve a Visibility Triangle Fence Ordinance which will be held on Monday, March 13th at 6pm at the Community Building.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING February 6th, 2023

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris,  Laurent, Schluter, and Hooker.  Village Clerk Fish, Village Maintenance Supervisor Wyant, Attorney Miller and Treasurer Reinhart were also present.  Trustees Gadeken, and Bickers were absent.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster commented on how well the Village employees are doing with removing dead limbs around town with the new bucket truck.  He also stated that he has been doing a lot of weeding and landscape maintenance within the Village over the past several years, but he is not getting any younger and was wondering if SIG could take over. 
          Brian Krutsinger lives within 1.5 miles of the Village and approached the board with the possibility of rezoning a portion of his property from conservation to agriculture.  Mr. Krutsinger will have a survey done and get the relevant information to Clerk Fish for the next board meeting so the Trustees can vote on it.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the December 5th,  2022 Board of Trustees meeting.  Trustee Harris moved that the minutes of the December 5th, 2022 Board of Trustees meeting be approved. Trustee  Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then reported that the county does bridge inspections every few years and that they are in good condition.  There is also no load limit on the bridges.
          President Arrasmith then stated that Dumpster Day will be Saturday April 29th from 7am-11am at Witt Park.
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that the wooden barrier on the corner of Harrison and Water Tower Place that was crashed into last winter has rotted wood.  He stated that it would cost over $450 to replace the wood, otherwise, we can put up curve ahead signs for much cheaper.  The board advised to purchase the signs. 
          He then stated that the bleachers at Witt Park are bent in the back and need to be replaced.  He got a quote from Gil's Athletics for 3 new bleachers at a cost of $4,845.  Trustee Laurent would like to move this agenda item to next month's meeting so he can also get a quote for a roof to go over the top of the bleachers.  Trustee Schluter also stated that he has a connection at Gil Athletics and may be able to get us a discount. 
          Village Maintenance Supervisor Wyant then thanked the board for the flowers for his mother's funeral.
          Supervisor Wyant then reported that the Village was gifted a Generac generator and that he is still waiting on bids to have it installed in the maintenance shed.
          Supervisor Wyant then stated that the siding on the maintenance building is dented and filled with holes and needs to be replaced.  He called 5 different companies to get a bid and no one returned his call.  He was told about CB Construction in Sidell and contacted them.  They gave him a bid of $36,200 to retin the roof and siding, and do the soffets and drains with a 40 year guarantee on the tin.  Trustee Laurent made a motion to approve up to $37,000 to retin the maintenance shed.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $292.50, $455, and $13.27 to Royal Bookkeeping Services, $430.50 to Champaign County for the tornado siren upgrade, $59.86,$28.32, $32.24 to Illinois American Water, $350.02 to Casey's Mastercard and $161.26 to Don's Automotive.   Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.
          Trustee Hooker then made a motion to cash in 2 six month certificates of deposit that are maturing in March and invest them in 1 six month certificate of deposit at a rate of 3% in the amount of $301,584 and 1 twelve month certificate of deposit at a rate of 3.25% in the amount of $1,005,280.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.

          Trustee Gadeken was absent.
         
WATER/SEWER/UTILITY
 
          Trustee Harris did not have anything.
 
PUBLIC PROPERTY
 
          Trustee Bickers was absent so Clerk Fish read the permits that were approved.  Permit #750 for a portable shed at 411 East Byron, Permit #751 for a portable shed at 312 South David, #752 for a fence at 4 James Court, and #753 for a portable shed at 105 South Scarborough Street.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
         
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter reported that some people are having trouble finding our address on the Village website, so he would like to add a page at a cost of $6.99 per month to add more information about the Community Building.  Trustee Schluter made a motion to purchase additional web space for our Village website at $6.99 per month.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
